Federal and state policy can read very differently from a Washington, D.C. memo than it does from a director’s office in a Washington school district. This opening session brings the policy lens and the practitioner lens into the same room. Drawing on her experience leading special education at both the federal and state levels, Glenna Gallo will walk through the policy pressures shaping our work right now — from IDEA implementation to state-level guidance — and where directors are feeling the friction between intent and execution. Expect a candid look at what is shifting, what is staying the same, and where district leaders have leverage. The session is designed to set context for the rest of the day and to surface the questions you will want to keep asking.

    A history and overview of NTAC’s previous research and guidance
  2. Analysis and Key Findings from Protecting America’s Schools and Averting Targeted School Violence
    Key findings from NTAC’s most recent reports, examining findings and recommendations on incidents of targeted school violence and averted school attack plots at K-12 schools in the United States.
    The report examines school attackers and plotter behaviors, motivations and is intended to inform our violence prevention efforts to our public safety partners.

  3. Enhancing School Safety Using a Threat Assessment Model
    NTAC’s Enhancing School Safety guide outlines 8 steps school can use to developa multidisciplinary targeted violence prevention program.
    This model is intended to proactively identify students displaying concerning or threatening behavior, then gather information to assess and manage risk toreduce the risk of an unwanted outcome.
    Provide K-12 schools with actionable, practical, and cost-efficient steps to increase steps to prevent harm and acts of violence through strengthening bystander reporting.

By the 2028-2029 school year, evaluation teams need to adopt a Response to Intervention (RTI) approach to identify students with Specific Learning Disabilities (SLD) for special education services. In this pre-conference workshop, Dr. Susan Ruby will provide an overview with actionable steps and considerations for evaluating and writing reports using an RTI approach. The workshop will highlight key activities that school psychologists may take to assist their teams and buildings in establishing consistent and effective RTI practices.

For directors who are new to special education finance in Washington — or who want a clean refresher on the fundamentals — this session walks through the building blocks: how Program 267 works, where special education dollars actually come from at the state and federal levels, an introduction to Safety Net and Maintenance of Effort, and the questions a director should be able to answer about their own program’s budget. You’ll leave with the literacy you need to read your budget, partner with your business office, and know what to ask next. Directors looking for a deeper dive into Safety Net, MOE, and other advanced topics may prefer the concurrent Beyond the Basics session.

This session takes on the financial questions that don’t have easy answers — especially the ones rising to the top of every director’s list right now. We’ll work through budgeting in tough times, including how to hold programs together through student enrollment decline; the Safety Net process and what makes for a strong application; the benefits of Voluntary CEIS funding; the realities of staying within Maintenance of Effort; and the strategy of blending and braiding funding streams so every dollar reaches students. Bring real examples from your district — we’ll work through them together.
